In September and October 2014, General Secretary Xi Jinping proposed the construction of the “Belt and Road” strategic concept, emphasizing that relevant countries should build a mutually beneficial “community of interest” and a “community of destiny” for common development and prosperity. This grand concept that spans time and space carries the dream of the development and prosperity of all countries along the Silk Road, and gives the ancient Silk Road a brand new letter of the times. The Chinese government's "One Belt, One Road" strategic concept encourages domestic enterprises to go abroad. Fujian entrepreneurs set up Fujian China-Cambodia Investment Co., Ltd. as the main body of investment, and actively responded to the government's "going out" and Fujian Province's "Twelfth Five-Year Plan" The industrial transfer policy calls for the use of Fujian’s own industrial advantages to invest in the Kingdom of Cambodia with strategic acumen and “enthusiasm will win” entrepreneurial enthusiasm, and to collaborate with Cambodia’s largest business group-Cambodian Thai Wenlong Group Company. Longsheng China-Cambodia Industrial Park project was born. Fujian China-Cambodia Investment Co., Ltd. and Thai Wenlong Group Co., Ltd. jointly invested and Fulongsheng Industrial Park Co., Ltd., which is controlled by China, invested in Fulongsheng China-Cambodia Industrial Park.
In the past decade, Cambodia has been in a period of rapid economic growth of about 7%. The scale of various construction projects has grown steadily, and the volume of building materials demand has been increasing. However, as a traditional agricultural country, Cambodia has relatively lagging in infrastructure construction. Generally speaking, Cambodia has not used highways, cities have no comprehensive overpasses, and the rural road network is low-grade. The development foundation of Cambodia's building materials industry is even weaker. The industrial development foundation including building materials and other raw material industries is very weak. Its current level is far from meeting the needs of the country's economic and social development and the construction industry. At present, most of the building materials products in Cambodia depend on imports. With the continuous development of Cambodia, especially Cambodia is an active participant of China's "Belt and Road" and a traditional friendly country, it will be strongly supported by the Chinese government. It is foreseeable that its market prospect is huge, and the early demand of the building materials industry in the entire market is even more Prosperity, coupled with the unique resources of the high-grade, large-capacity natural limestone mountains within the park, positioning the entire industrial park as a building materials industrial park has a solid market and resource base.
The Cambodian partner of the park project, Thai Wenlong Group, has a glorious history and profound political and social influence in Cambodia. In addition, the establishment of the building materials industrial park is in line with the needs of the Cambodian country, so it is highly valued by the Kingdom of Cambodia and Prime Minister Hun Sen With strong support, the 2017 Annual Report of the Royal Government of Cambodia officially changed the Fulongsheng Building Materials Industrial Park, a subsidiary of Fulongsheng Industrial Park Co., Ltd., to Kampot-Cambodia (Thailand) Industrial Special Economic Zone (hereinafter referred to as the Taiwenlong Industrial Special Economic Zone). The SAR will enjoy the most comprehensive and preferential policies, facilities, taxation, customs and government services in Cambodia, and provide the most solid business environment for the development of the enterprises that enter.
The planned land area of the special zone is 11.5104 million square meters, and the estimated total investment of basic supporting facilities and office management houses is 1162.8192 million yuan (excluding the investment of other projects that the construction unit intends to invest and build 270 million yuan). Located in Kampot, Cambodia, 123 km from Cambodia’s capital, Phnom Penh, 15 km from Kampot city centre, 125 km from Sihanoukville (National Special Economic Zone, International Seaport), 30 km from the Kampot International Seaport Wharf under construction The road on the east side of the park is directly connected to the National Highway 3 of Cambodia, and the road on the north side is connected to the government-planned road to Vietnam. International transportation and domestic transportation are very convenient.
In order to effectively integrate the superior resources, after communication and negotiation, the China Building Materials Federation, China Building Materials Industry Planning and Design Institute and Fulongsheng Industrial Park Co., Ltd. jointly built the Kampot China-Cambodia (Thailand Long) Industrial Special Economic Zone. This special zone platform is also a demonstration zone for Fujian's "Belt and Road" foreign key cooperation, and is included in China's "Belt and Road" key project catalogue. Therefore, the construction of the SAR will also be supported by more China's "One Belt, One Road" policy.
Since the establishment of the park, it has completed feasibility studies, special zone approvals, regulatory detailed regulatory approval and industrial planning studies and formed detailed reports. Completed land acquisition, consolidation, construction of main roads, and construction of some drainage projects. The power supply of the special economic zone is supplied by both the Cambodian power grid and the self-built power plant. While the power grid provides 10,000 kVA dedicated power supply, the special economic zone has built and put into operation a 24 MW power plant, and completed the preliminary research preparation for the rebuilt 100 MW power plant jobs. Infrastructure construction of production and domestic water, sewage treatment plants, network communications and other special economic zones in the Special Zone is progressing steadily in a planned manner. The Special Economic Zone has the conditions for comprehensive investment promotion and the establishment of enterprises.
The Taiwenlong Cement Plant, which has an annual production capacity of 1 million tons of clinker, has entered the zone and officially commenced production in July 2019. The project with an annual output of 300,000 tons of lime and 20 million cubic meters of aerated bricks is being stepped up. Thai Wenlong stone processing plants, cement products processing plants and mining companies are all producing normally. The embryonic shape of the special zone gradually emerged.
During the promotion of the construction of the special zone, the Fujian Provincial Government and relevant departments strongly supported it. Mr. Zheng Xiaosong, then vice governor, led the team to participate in the ribbon-cutting ceremony for the establishment of the park. In June 2017, Mr. Zhang Xiefei, who was vice chairman of the Provincial CPPCC, led the inspection The construction of special economic zones shall be promptly guided by relevant provincial departments. On June 18, 2019, the Kingdom of Cambodia and Prime Minister Hun Sen personally received Mr. Peng Yixing, the Chinese representative of the construction of the Special Economic Zone, and Mr. Xu Mingsheng, the chairman of the Cambodian representative Taiwenlong Group. On November 14, 2019, he will lead the cabinet members to attend the ten thousand people meeting at the formal production of 1 million tons of clinker and the official opening ceremony of the Taiwenlong cement plant in the special zone and deliver an important speech.
